Several reasons:
1) Fast indoors = Nadal's worst surface by a long way......
2) ....demonstrated by dropping sets to Bolelli and Dimitrov
3) Rotterdam is the fastest surface of any major tournament
4) Fast courts are Tsonga's best surface. He also just win Paris indoors, and this is a lot faster.
5) Tsonga is Nadal's worst matchup of playing style, see their Aus Open match. Deep groundstrokes and Nadal drops replies short for easy putaways, it's the classic way to beat him.
I took Tsonga 2-0 at +400.

Tsonga's second serve is getting pounded. That's where Nadal is winning this. Tsonga needs an early break in the 2nd to give him some confidence!

Poor performance from Tsonga, his footwork is awful, leading to a ton of errors. Keeps charging the net too, despite being unable to make low volleys (which is exactly what Nadal fires at him). My guess is he's tired after the late match last night.
Still, his serve is now working really very well, 18 aces. If he can survive to a tiebreak he has a real chance.
