It depends on what you want ratings to be based on. You'll have no issue getting paid by Skybet, it offers a good range of markets, a sign up bonus and Customer Service is excellent. These things are in Skybet's favour.
However, as you say, it's uber quick to restrict accounts to pitiful limits. Fine if you want the odd football bet on a game it's showing and don't care about the price you get, but if you hit Sky for their generous odds, you'll be limited very quickly.
Limits after only two bets. that's just crazy.
I had a similar situation with a russian bookmaker fonbet. placed two bets on basketball, 100$ each. 1 won, 1 lost and they limited me to 20 usd
