    I don't understand these two sentences:
    The offer is open only to the residents of those jurisdictions where participation is legal.
    This offer is only available to residents of Great Britain and Ireland.

    Does it mean that the referring one has to be UK or Irish resident and the referred one can be from anywhere?

    best if you send them mail and let them clarify. i understand it same as you do, but it may also mean uk/ireland only.
