even if a site's designed for a certain country's players, there's no reason not to play at pinnacle or Cris...

They operate out of Vietnam/Cambodia with CS in China. If you bet US sports no reason to play there but they are great for soccer, usually some of the best lines on the web. I haven't play much there as I don't like using moneybookers alot, there's no neteller. Advertising heavily in asian forums. Huge userbase from Malaysia and Singapore. So far so good.

1) Are they known to cut limits?
2) How competitive are the soccer lines? Are they ever better than Pinnacle/Pointbet/Mansion?
3) Do they have a good selection of soccer props(alternate handicaps/totals, team totals, correct score, etc.)?

I haven't heard a single case of cutting limits.
Many times I have seen better lines than what pinn/pointbet are offering at the time. On Fridays they offer guaranteed -105 on sides and totals for the top leagues for a few hours, or just the EPL im not sure.
They usually have an alternate line for sides and totals, again for the top leagues.
As for not accepting HK$ from Macau, I think thats more not wanting to than not been able to, for whatever x reason. One I think is, the whole operation is bankrolled with Macau money.

Sure, there is a reason: the soccer limits of Pinnacle and Cris are very low (I also play soccer bets with Pinnacle and Cris but because of their low limits they are not my main choices concerning soccer).
