    My relative relative from China wants to register a Neteller (1-pay) account. however, on their website posted that "Since we are making upgrades to our service and payment options. therefore services to sign up. deposit. transfers to and from merchants and Money Transfer are currently unavailable." anyone know how long we have to they for until their upgrade is completed and Chinese members can sign up again?

    I think never, neteller will problably get of china, I saw in TV that the chinese goverment is getting strong against online gambling.
