Not sure about the 13 pt. teasers but ABC Islands has ties win teasers which is a huge advantage.

BetMania offers 13 point 4 teamers at -120 (ties+winns=push). The downside of these teasers is it's hard to find 4 candidates that will cover at about an 86% rate needed to BE at -120.
