No. Paypal is tough on betting. they don't even allow most handicappers to sell picks using it. and their debit cards usually won't approve sportsbook deposits...

There are a few sites that take it but you have to go through a third party to use it.

Years ago it was an option at some books. It was one of the first good options that was cracked down on way back when.
