I have put markets offline with maxbets. The easy answer is therefore that they put markets offline when they get a (max) bet on one of the sides.

One reason is Pinnacle pulls the markets when certain syndicates are betting out. They often know about the moves before they even take a bet, and they will take the odds offline, before anyone even gets a bet in.
