While Fulham just played Birmingham 4 days ago, Shaktar will be more rested. They are usually a strong side at home and is 5-0-1 in their last 6 (I know those games were before break).

Hodgeson said that Fulham will not just play for a draw today. If that's the case, I don't think that Fulham poor away performance will keep Shaktar's strikers from scoring.
