    Can almost guarantee you either the city or state or the feds have a law stating it is illegal to cause a chaotic scene in a public area, such as yelling fire in a movie theatre or something similar.

    Also, its potentially an act of terror, law/rights do not apply, we can lock the dude up in a bottomless pit for quite a while.
