I'm very surprised to see even speculation that they would be allowed to accept bets from other states & countries, as this is a clear violation of the Wire Act. I'm not real sure how accurate that part is.
However, from what I understand, NJ is attempting to challenge the Professional and Amateur Sports Protection Act of 1992, which is a Federal bill. If they were to succeed in getting it declared unconstitutional, that would in essence allow all 50 states to opt in and allow sports betting to its local residents, just as Nevada does now.

it all depends on the money, any state can pass any law they want. But feds can still enforce it on their level if the state wont. States cant protect their citizens only themselves. A bunch of states have passed so called sovereignty resolutions but they have no lawful backing, just a stance that those states have people willing to stand up to the fed govt at a state level.
NJ can do anything they want if their state passes the law. But if they go ahead and start the process then you might see GAMBLERS and not just the bookies start getting arrested and charged on a federal level. US govt could also sue any company that was taking bets.
If you want to see what happens if NJ goes ahead and starts a sportsbetting operation either with in their own state or on the internet/over the phone go see what the US govt has done to guys out here in California that sell and also use 'medical' marijauna.
Why would legalized gambling in this country be a bad thing? If it's Government run and their Lines are horrible you could still play offshore. However, if their were hundreds of different places you could play at and they actually had to compete against each other then the Lines would be great.
