Jail isn't the answer. Drugs (prescription or not) shouldn't be an offense that you're jailed for. If you want to hurt yourself, it's on you. Selling drugs to kids is different.

he needs help there is no doubt. You can say he doesnt need jail for the drugs but he also has burglery in there also, so he needs jail time.
