There's a food court if you walk towards the MGM. It's right on the strip and has cheap fast food like Wendy's and Del Taco... Also, if you go the opposite direction Oshea's is close. It's like a small type of casino/bar right on the strip.. there is a burger king and subway in there. Both are close to Bill's.
BTW: Bill's has dollar hot dogs by the sports book.
Ellis Island casino off strip not to far away
You have to try In -N -Out Burger
Find Fishhead and go dumpster diving. Bill's rooms can't run more than $30 a night. If you can't afford to eat anything aside from dollar menu, you should've stayed home. Chinatown has tons of good and cheap spots to eat but you'd need to pay cab fare. All the Caesar properties have a deal for 24 hours you can go to as many buffets as possible for like $50. Hit the one at Rio up all day.
Buffet of Buffets Pass - Any Caesar's properties. Will ring you about $45 with your Total Rewards card, but it will cover you for 24 hours at 7 different locations. You can spread this out to cover about a day and a half if you play your cards right.
Lucky's Cafe @ the Hard Rock - $4.99 Steak & Eggs from midnight - 6AM.
O'Sheas always has a special on hot dogs + beer, I think only a couple bucks. Check that out.
Here's a full list of dining deals from Vegas.com, take a look and pick out a few things you like. http://www.vegas.com/restaurant/specials.html
Also, go to restaurant.com and search for Las Vegas. You can buy gift cards for way less than face value. For example: $50 gift card for $25. $25 gift card for $10. Search around the site on this - you can find some really good buys and perhaps even allow you to eat at a nicer restaurant for much less than you would normally pay.
Hope that helps.
Also the place you're staying at, bill's, has an extremely cheap steak and egg meal at their restaurant. There's like a huge billboard on the side of the casino promoting it. Something like 7 bucks.
Late night breakfast special at Ellis Island.
Late night steak and eggs at Bills.
Gamblers special or at Hard Rock also have late night steak and eggs.
Food court in back of O'Sheas.
Panda Express just north of Harrahs.
Sbarra in Ballys.
Lunch counter at Binions.
Shrimp cocktail at Golden Gate.
Lanai Express in the Fremont.
There is a place called Batista's about a 5 min walk behind Bills. The Victorian Room restaurant in Bills has some great night specials but it's pretty busy. Flamingo (next door) has a food court as does O'Sheas. There is a mexican restaurant in Bally's that has $2 taco's during the day. Ellis Island has a $7.99 steak special that includes a beer or root beer.

Lucky's 24/7 at the Hard Rock.
Ask for........ ""Luckys Special not on the Menu"" . I read about it in Casino Player Magazine, and sure enough they have one and they're all excited when you order it. It's like a right of passage because you had to have somebody tell you or read about it in selective marketing schemes. 16 oz steak, baked potato, salad and dessert for $7.11 Was thinking shoe leather for steak, it was better than steaks than I have had at the high end joints on the strip. Do it, you can't beat it.
Batistas Hole in the Wall, is great.........Italian on the cheap. Wine by the gallon, on the honor system, on how many glasses you drank. No menu, it's on the walls all the way around. Great celeb spotting joint. Good food.
There is a Dennys and a mcdonalds 5 minute walk down towards harrahs. both have normal prices. If you do the buffet of buffets I would suggest something like this. It is 24 hours all you can eat for the 50 bucks. When you first sign up start off with a late dinner after 7 or so. Then the next day you could get breakfast lunch and another dinner (before 7). then you are really killing them on it.
For the Money Bills is one of the best deals on the strip. Incredible location and its old but still ok. and very easy to get around in that hotel

When you feel like a winner, you go to Vegas.
Stayed there about 10 years ago on Easter weekend when it was Barbary Coast, rooms were great. Old School San Francisco motif. Clipped them for a little over 8 grand Easter Sunday afternoon playing craps.
Michael Gaughn did a three-way swap with Boyd Gaming and the Flamingo for that little piece of property on the corner. Harrahs got it, Boyd got a little cash, and Gaughn got the Southpoint free and clear. Would have to go back and look it up, but something sticks in my mind, value of the Barbary was something like 400,000.00 a square foot or something stupid like that.
