They do it by not overpaying marginal "name" stars.
I would place Larry Beinfest (GM) in the top 5 in MLB. The front office's style is tough on the fans though. The turnover is remarkable. I was shocked when they inked Ramirez to a long term deal (this coincided with the stadium deal being approved). The Mets have big names, and plenty of guys making way more than they deserve. |

The Marlinsd are a factory that make good players. Just look at alll the guys thay had traded or let go in the last 5 years, and you could make an all star team. Besides their good eye to spot talent, I think that most of their kids develop cuz they receive the opportunity to play day in and day out.
