A nice idea and a good start, but unlikely anything will happen at this point to change how off-shore sportsbooks allow US accounts to deposit and withdraw funds.
What is interesting is that there is a legal US based internet horse racing book available that allow limited (see below) US bettors to place bets on Horse Racing right now (XpressBet.com). This is a "Legal, Licensed, US-Based Security," and is not somehow affected by the UIEGA. the details (from xpressbet.com): --------------------------------- Yes, XpressBet is a legal, U.S.-based, account wagering provider licensed and regulated in several states. Money wagered through XpressBet is co-mingled with track wagering pools. Individuals must be 21 years of age to open accounts. XpressBet is required by State Racing commission regulations to request your Social Security number to verify your state of residency. Residents of the following states and territories may not open XpressBet accounts: Alaska, Arizona, Connecticut, Colorado, District of Columbia, Georgia, Hawaii, Maine, Mississippi, Missouri, Nebraska, New Jersey, Nevada, North Carolina, New Mexico, Oklahoma, South Carolina, Texas, Utah, Puerto Rico, Virgin Islands. Additionally, Pennsylvania residents located within 35 miles of Harrah's Chester Downs, Philadelphia Park, Penn National, Pocono Downs or Presque Isle are prohibited from opening XpressBet accounts. Canadian residents may not open new accounts. ----------------- I am NOT touting xpressbet (or betting on the horses at all for that matter.....) , but if limited US accounts (since I live in Maryland, I can open an account) can use their home or personal computer to make bets on the horses right now with a legal, regulated, and - presumably- taxed OTB US based interent horse racing book like xpressbet, there is a bit of conflict somewhere in our laws that prohibit similar activity - e.g. allowing US based online sportsbooks within the confines of Las Vegas or other states that may allow sportsbetting now and in the future.....How Xpressbet.com works towards screening their accout holders should be a model for future on-line US based sports books. Any SBR reviews of Xpressbet.com or other legal, US based internet OTB horse racing books - and how they operate? Xpressbet.com seems legit because they are listed right on the Pimlico web site.
