It means that they may discuss it or not. They may try to add some amendments. And once they have a final version they will vote to release it from the committee.

If no other committee declares jurisdiction over it, it is free to go to the House floor at the dicretion of the leadership.

It's where they toss in (mis)appropriations for their districts that have nothing to do with the bill so they get re-elected.
