The locals at that time were Leroy, Juwan, Latrice, Malcom, Tyrone and the lady kingpin herself Shaniqwa. They were sick and twisted and addicted to sex, bondage, mutilation and very gross things. As baby fish grew up he witnessed his fat obese whore of a 335lb mother sucking off leroy and jacking off Juwan and Latrice at the same time as Wanda would try to fondle fish's baby testicles. Fish grew up thinking that it was normal for his mother to be sucking off, getting banged orally and anally and much worse all for just a line of yayo or a hit of tar off some tinfoil.
