With an event like that there probably is good value in dogs. Any time you are looking at lines that are based entirely on reputations rather than current performance levels, it is a mouth-watering situation for a dog bettor.
Just look at the number of upsets in the recent Olympic hockey tournament.
In your question it sounds like you are thinking about taking a longshot country from the outset. Personally I don't like that kind of outright betting. I would lean more towards game-by-game dogs.
