my question is why would you take the PS if its a pick? The PS being a PK is defeating the purpose of having the PS...Is this a book messup?

There are two kinds of soccer lines: "handicap" (with a spread), and 3-way.
If you play the handicap with a spread of 0, the lines are -175/+135 (this is a 40-cent line, and is terrible).
If you play the 3-way, you lose on a tie. There should be odds on the tie winning at somewhere close to +200. Again, this is a high juice book.
If you want to bet soccer, you really should take a look at Pinnacle.
Odds, it looks like the second column is missing the "Draw" option.....

If you bet Chelsea -175 on the handicap, a tie refunds your money. If you bet it at +125 on the 3-way line, you lost the wager on a tie (instead of getting a refund).
If you bet the non-draw option (In this case Chelsea at -175; Liverpool at +135) you lose on a tie regardless of which team you chose.
Even if the game must go to extra time (which will occur today if it is 1-1), you lose the bet based on 90 minutes of play.
