    As in legally for the fraud they help perpetuate? Not sure if that is your question, but HP is a self proclaimed watchdog site. They may have good intentions or they may be part of the fraud that the sites they "watch" are. Who knows, but for now, with no regulation and thus no oversight in the US you would be hard pressed to find any legal recourse.

    hp IS part of the fraud as they have told me that their "staff" has won money with the cappers they endorse. since nobody really wins with the services they endorse and they say they have, it follows that they know of what is really going on

    Hmm... Well, I suppose it is possible since the picks are done on a flip of coin, but highly unlikely any of their staff won over a period of time. I would have to agree with you on this. It appears this "watchdog" service needs to be put to sleep.
