I have a photo I'd like to post... but it's over 1 meg. Is there a way to use paint or some other program to reduce the resolution, but keep the dimensions?

You can use a photo editing program (etc.Photoshop) to reduce the quality, which will probably reduce the file size. The easiest way is to reduce the resolution, which will make the photo smaller, but can keep the same quality.
