The live tables I have seen have low limits, poor shoe penetration, are are so dreadfully slow no counter in their right mind would sit there and play it to make $10 an hour. Plus theres still the accountability concern. Whos to stop them from slipping in a few extra deuces in the deck?

Most online programs shuffle after every hand. To beat a 6-deck game, you really need to see 75% of the cards. You can make money seeing fewer, but it gets much harder the less you see.
A common defense casinos use is the "half-shoe". They don't bother kicking the counter out, but shuffle after half the shoe has been played. While you can still make a tiny bit of EV on this game, the volatility is so high, you need a multi-million dollar bankroll to justify playing it.
