e.g. I want to bet on Kaiserslautern today at AH +1,5 but they offer only odds for AH+2.
If I contact them, do you think they would make me an offer?

May want to check into Mansion. Sometimes they have it listed different.

If it isn't in a drop down the odds listed will be what's offered. (with the baseball order form being the exception). Even most of the exchanges only let you move the price.

Two or three seasons ago Pinnacle offered such a thing (through drop down menu).
