I've got a lot of experience with strange cats. Some cats just take a lot of time for them to get used to you. One thing that helps, let the cat sniff your hand and maybe he will rub against it. That's a sign of acceptance, I think. Maybe then you can pat it lightly. Just go slow and don't make all kinds of sudden movements, etc. Don't destroy any built up trust by grabbing at it. Let him come to you on his terms. If necessary, bribe him with more bits of chicken.
