Most books do offer a 1x's rollover if you don't take any type of bonus.
Now in regards to the security part of your question, I would stick with the books you see listed at the top of the page.
As far as your withdraw fees go. Wsex has a flat fee of $30 on Fedex checks, while BetJamaica and TheGreek charges $35 on them. However, those books do offer one free withdraw per calender month (double check the restrictions before depositing).
Another thing you need to take into consideration that you didn't mention is which book has the best price on the Patriots ML.
