Spliting the action evenly does manage risk you ****ing idiot. . . All they need is the vig to be profitable.

The key word in the post you quoted would be "properly". In the case of this bet, 50/50 action is ideal because both sides are equally +ev for the book. However, this is definitely not the case for normal sports bets.
