    A hold call can be called on just about every play in football. The referees learn as they work their way up the system when to throw the flag and when not to. some calls are made early in a game to let the players know what will be allowed and what won't. some calls are made on the visiting team but not the home team (usually the amount of holding allowed on the lines of scrimmage). occasionally a call is made as a "make-up" call to try to even out the effects of a prior bad call. the referees know that they should not throw a flag if a hold does not affect a play, unless they are carrying out one of the above functions. sometimes a play goes a little crazy and the referees get caught up in the action and don't think first whether a foul has affected the play which is what i think happened in this instance. its a shame.
