Well I'd assume most who are underage that have the itch to gamble online go ahead and get accounts set up in someone else's name.

I think it would be easy to just join, but what would the penalties be like for them if they were caught.

most likely: deletion of account, but what would federal charges be for them if they were caught

No charges, federal or otherwise. Gambling online for an American (aside from horses ) is not legal no matter if you're of age or not, so your age is irrelevant in the matter. Of course players are not punished by law nor are things like players not being of age reported to any law enforcement agencies.

As far as what a book can do, I would not recommend even trying this out because they have the right to confiscate your winnings for clearly breaching their terms and conditions. An underage player should definitely not try this out, if they feel they must get in some action then use a relative or friends name who gives you consent to do this in their name.

As most books ask for ID at some point and wouldn't even think twice about closing the account and taking the money in it, any underage player should think long and hard. If SBG will take over 100K from 20 people or so they wouldn't think anything of a few K from an underage player.

Yeah would suck for the father or mother when they find out little Johnny was throwing down $1000 on parents CC.

Of course, would really be interesting if they could decline the charge after the kid made bets. Because it would be a underage kid, using his parents name, but they didnt know would be tricky what would be punishment

They may not prosecute this stuff, and certainly don't as zealously as they go after the 'big boys' on their list. But that doesn't mean they're not interested in using the stats from minors doing this as their primary reason to not allow it, at least their façade -- We've got to protect the children and family values.

For the business to move forward in the US, this issue will have to be addressed while palms are being greased one would suspect (in addition to tax revenue structures set).
