    Unforunately, in the United States the police and justice department arrest anyone they want, and then after a lot of headaches and expense the defendent finds out in court if they should have been arrested.

    So even if someone is not guilty, it is sometimes necessary to create evidence to proove it so any charges would be dropped as rapidly as possible.
