How do you put a webpage in the toolbar at the top next to "Getting Started"?

If you mean placing a fav in the quick links area, highlight the url of the page in the address bar, and drag it in the quick links section.

Just like Max said. Drag the URL from the address bar into the bookmark toolbar. That will do it for you.
