No. Paypal is owned by Ebay which is an American company. They have strict policies against using your account to fund gambling activies. I used to use my PayPal DC to make deposits because I got a 1.5% cashback bonus everytime I used it. It was great until they figured out who Citadel was. Paypal made me sign a letter saying I wouldn't use my account to fund gambling activities.

Paypal changed their policies and allows gambling transactions for certain countries. Initially the policy change removed the literature relating to gambling from their service terms for account held by clients in Austria, Belgium, Denmark, Finland, France, Greece, Ireland, Italy, Portugal, Spain, Sweden and United Kingdom.
I'm not sure if any amendments have been made to the list of countries with the deleted no gambling terms but I do know for sure Betfair allows UK residents to use PayPal as a banking option.

In addition to Betfair both Bwin and Ladbrokes also accept PayPal.

    .

I found that once you start using your PayPal Account with a Book, PayPal in return starts to request ID, Proof of Address, etc.
