Many residents who do not complete and return a 2010 Census form will receive a replacement form. If no form is mailed back, residents can expect a personal visit from a census taker some time after March 2010. Bureau spokeswoman Shelly Lowe said Bachmann is "misreading" the law because "it's mandatory to answer the questions."
Under federal law, it's a misdemeanor to "refuse or willfully neglect to complete the questionnaire or answer questions posed by census takers," punishable by a fine of up to $5,000. However, the Census Bureau notes that it is not a prosecuting agency and that refusing to answer its questions is not likely to result in a fine.

If they would wait until after the taxes are received they could do it for less. Count the people who fill out their taxes, execute the ones who need an extension(they knew last year this was coming up again), then mail out the census forms. Those who don't do their taxes will get punished much more severly than if they don't fill out the census, which kills two birds with one stone, then put the squeeze on those jackasses who refuse to fill out the census, maybe let them serve a year in prison, then we would not have this problem in 2020.
