I'm not sure what you mean by time limits...
Typically the player receives at least one free withdrawal per month via Neteller. I think the merchant takes a max hit of $30 each time.

depends on the book...for example Canbet, Betjamica, and sportsinteraction all offer an unlimited number of free neteller withdrawals. Books that cater to professional action usually have a reasonable fee or one free withdrawal per month. For example, pinnacle charges $15 per neteller withdrawal but you get a free one a month for over $500. It's all in the books rules...so just check those.
There are limits but they are usually really exorbiant so unless you are a professional you dont' need to worry so much.

If they have their accounts department open and their policy is such, then it doesn't matter what time. This is my experience with Bodog and Pinnacle. Obviously you will have better success during typical financial working hours, but the issue is rarely a Neteller one. I have noticed a disturbing trend of downtime by Neteller at 3AM EST that I am never alerted to ahead of time...
