Why is wagering on sports only allowed in Vegas? How did that come to be, was it established in the early years of Vegas, before the pro leagues had enough clout to fight them?

Any state that already had sports betting was grandfathered in when the federal law went into place. If a state didn't have sports betting by a certain date the law pretty much said they could never have sports betting. Oregon also had gambling and Delaware had some claim as well, but I think Delaware no longer has the option.
