I went to my old neteller account today because I'm getting ready to do my taxes (I know I'm way behind... had to file for an extension)... anyhow, I had a couple dollars lying around in there that I couldn't get off with my DC because it was an odd amount and now my account is zero... What gives?!?!? Where did my money go? Pinnacle stills show the 60 cents they're stiffing me for... Also, if I can figure out the amount that stole from me can I write it off on my taxes?

Was it your Neteller ATM balance? That is different than the Neteller balance. Maybe you transfered from Neteller to Neteller ATM and then didn't withdraw all using the card. I know you can't withdraw lass than $10 or $20 at an ATM, but you can use it for shopping for any amount. My balance had the infamous "Pending" withdraw added back a couple of weeks ago.
