Default Justbet Cinco de Mayo promo wagering question

Here is the story.

I signed up to this promo last month with the following terms given by email:

"You would receive a $500 freebet with your $500 deposit and you would agree not to withdrawal the deposit or bonus amount for 90 days and to roll that amount over 7 times. Winnings are available after a 3 time rollover."

The freebet I was not allowed to place in one go, and I put half of it on El Salvador, which was an outsider that came in. I have not bet the other $250 of the freebet yet.

Yesterday I asked CS how much I had bet so far towards the 7000 total and was a bit taken aback by this reply:
"You have wagered about $1700 and the requirement was a 7 time rollover of the deposit and bonus amount $1562 which equals a total of $10,934 worth of wagers."

So I went on livechat and spoke with CS.

debbie: we just need you to give us $3K in action ti withdrawal for winnings and $7 K total in action to withdrawal the rest
debbie: it's not $10, 000 total
debbie: it's $7K total, but the min is 3K

you: please could you confirm how much i have wagered? i thought it was just over 2000 so far?
debbie: if the email said $1700 that's what you've given us in action so far
you: i know, but that person got the other thing wrong, about the wagering, so i thought perhaps they also might have counted up wrong, or have maybe been looking at the wrong account
debbie: ok, I was wrong... the deposit was $500 and you won your free play. the winnings are considered bonus, too
debbie: meaning your total amount frozen is $1562
debbie: that's what you have to muktiply by 3 for winnings and then 7 for all
debbie: so the email was correct, the person who sent that was one of our managers, Butch
you: o dear. this is not normal is it, for a bonus i mean. i have a second part of the bonus still to come as well, and if that were to win as well, the requirement could become crazier still.

debbie: because the free bet was a bonus to start with
you: OK, I understand where you are coming from on this, but in my experience this is not normal. I am going to ask on one of the betting forums about this. If I would like to query it with your manager who should i write to please?

I have never experienced before that a book raises the wagering requirement depending on whether your freeplay bet/s win.
This seems irregular to me, but I am not so very experienced, so I would like to ask if this is fair play by the book?

fair if it was in the rules. it is not uncommon for a book to require rollover for a free play winner

Thank you aggie. The trouble with this promo was that there were not published rules, just the email info I quoted in my first post.

I can't be sure, but I have the feeling that they are sort of making up the rules as we go along.

The more I think about this the more naughty I find it because the logic is, if you lose your freeplay, if these rules are applied consistently, you should only have a wagering requirement of 7 x 500, because your bonus became zero.
