No it's not. You can buy scales in many different stores, well at least here in California you can. All the Head Shops have them for sale. It is illegal if you use them in illegal activity. Many people buy them to weigh their protein powder etc etc. Many different uses, they are available in all sizes in tons of stores all over. Perfectly legal to walk into a store and buy one.
