I've heard many things..from Vegas, to BETCRIS, to other individuals who are sort of independent. Who REALLY sets the line? I doubt it's vegas.

LVSC usually gives numbers to books, some books like Cris and Greek let some sharps bet before they put out for public and adjust accordingly.
