I received a 5k payout by check today from a Costa Rica bank. At the bottom of the check it says "Payable through Citibank New York state".....My bank tells me they can submit it for collection but it may take up to 10 weeks to collect. Is this normal or is there a better way??? Thanks

Your bank doesn't trust that it's worth more than the paper it's written on and they're making damn sure they actually get the money. Wait until the funds clear(won't take 10 weeks) or find a new bank.
