I dont think Calvin is on the top of the list. He is trying but there is just not enough meat on the bone. Calvin stayed away from credit and the heavy add-ons a-la BoS. They could get any of them like they got Jay from WSEX. But thats a simple low level felony with a max sentence of 2 years. I think they have their sights set higher.

Well as others have said and I agree, they are all targets. But as to your question, I think they are looking for "gambling plus". The plus being some other illegal activety. Credit is one that crosses state lines sometimes and has the element of strong arm collections. The plus could also be trying to avoid taxes and failing to declare offshore accounts. So the "pluses" are somewhat limited to US citizens. Also, guys like Tej, who is not a US citizen, may be a target simply because of past brushes. They are known by the DoJ and that could make them an easier target.

As I understand it Antigua is very selective with who they accept or there would be more books there. I've heard of a couple 'big boys' that were allegedly turned away by Antigua.
Also heard it's a tough place to live. Very nice, but very small.
