Who uses them?
And what are their limits like?
Occasionally I will go to Betbrain to see who has the best price on a certain football match usually to discover that it is some US$50 limit book (Betsafe), but I am not so sure about these guys.

after one bet you'll be severely limited no matter what you bet. safe book in terms of payout though.

I rarely use them. Sometimes they have good live offers, but the limits are lows : You can win maximum 100 EUR on one bet simultaneously. For an odds 5.00, you can bet only 25 EUR once, but after you placed you bet, you can bet once more, and once more, etc, but the bookie will reduce the odds soonly. So this bookie is not for high stakes bettors.

There is one good thing at this bookie : They have Paysafecard withdraw option.

Their limits are _very_ low after some winnings, that's true. But it also depends on the league: for example on Argentinian or Mexican soccer (money line) I can place 30 Euro only. On some european leagues like first league of the Netherlands I can place 100 Euro and on the biggest european leagues like the English Premier league I still can place bets of 300 Euro.

I've played with Interwetten and Betandwin in the past and never had a single problem. Payments were prompt.
