Default As long as book's execs don't intend to travel to US, they can do whatever they want.

Is this statement true or false?

Because historically shit only happened when execs were arrested while arriving to the U.S (Bodog's, Sportingbet's and Neteller's cases).

So correct me if I'm wrong but as long as execs can stay away from that country the bill and the feds behind it are helpless.

The reason books are moving to Antigua is the WTO case. Antigua has expressed an interest in protecting them moreso than Costa Rica.

Let's not exagerrate. The US has not arrested one person yet that has not been on US territory. They have not had one person yet that's been given to them thru extradition. I mean, they are doing everything they can do within their jurisdiction. They will continue to do so. However, as long as the Bodog's and Greek's of the world stay where they operate, than they will not get taken down. The thing I would worry about more than the US going into foreign countries and arresting people is the US blocking the websites on our ISP's. That's the real threat that can break this thing down big time. For every 1 person who will use a proxy server to get around it, there will be 9 who say f*** it and give up the offshore thing.

It seems that it would take a new law to require ISPs to block websites, since viewing of websites and offering them by ISPs is clearly not illegal.

I would not put the probability of a new law blocking sportsbetting websites at 0%, but it is probably less than 10%.

If a new law was passed requiring ISPs to block gaming websites, this would raise constitutional issues and probably would be shot down by the courts.

Why would they make ISP's block web pages?
They just blocked all transactions for good. Remember - nobody believed this could happen not so long ago.
In september nobody even believed the bill would pass.
If someone told me then that we'll loose both Pinnacle and Neteller within couple of month I'd call him heretic.
