They are not trying to accomplish anything.

They probably don't want to pick up ** fees for new players. Present players can only cash out once a month for free.
Current players likely lose or cash out, never to return, then no USA left there.
Without US they are going to have to downsize, maybe the Nojuice suite is available ?

I would interpret this as a choice to stay low profile. In the present climate you can expect high profile outfits like Bodog to have the biggest target on their back. And it probably wouldn't hurt WW to avoid the baseball season.
