I was wondering at what point in the NBA season do the stats start to normalize and be relevant. In other words, at what point in time will a teams stats be closely linked to their end of the year stats

With a 80+ game schedule, I would think around 25 games in. That's a third of the season and that's usually a pretty good indication of things to come. Same for football, things are usually set 5 or 6 weeks in. By then, you've seen the teams' true colors and can get a good gauge on them.
