Ray Casey, president of New York City OTB, said officials had reached an "oral agreement" to develop a joint betting portal that would compete with offshore betting Web sites that have been operating in a legal gray area for years.

Officials of the six OTB systems are scheduled to meet Friday to discuss the joint Internet venture, which was recommended by a consultant hired by the city to find ways of making OTB profitable.

A major OTB competitor, the New York Racing Association, announced two weeks ago it has selected a vendor, Sona Mobile, to develop an Internet betting platform by the end of March. NYRA is also looking to take bets and provide live streaming video of races on smartphones.

I know there are already some that service individual states... Looks like more WTO fuel to argue against the "It's too accessible and dangerous" claims.

The carve outs are the most hypocritical part of it, even more so than the land casinos. A problem gambler will bet on anything from cards, their friends playing dice, horses, sports and will empty the wallet on a thick stack of scratch tickets.

Ever hear someone in an AA meeting say their problem was isolated to vodka?

Those above places are mentioned blows away any offshore sportsbook, top of the line software and live video and bet when horses in th gate
