This is purely a guess but i'd say no. They'd have to audit every name and address they were given by WU and log that information. I can't see that happening.

I've gotten quite a few Western Unions from people who owe me $$, and never had to claim any. I would say over the past 3-4 years I have gotten close to 100. And they range from $200-$2000
