You're not understanding the legislation. When they say horses and lottery are exempt, that only means with licensed operations within the U.S., not offshore.
So you can legally bet horses online with TVG, Youbet, etc., but not with Pinnacle, BetJ, etc.
Betting the 4th race at Belmont is just as against the rules as betting a sports event with an offshore book.
I agree, it's a joke and pathetic.
My question is the ISP langauge. The only way they can slow betting down is to block the sites. Anyone see anything in the legislation that does that?
