Offer a payment plan.

If that doesn't work, threaten his reputation. Getting marked as a stiff is a terrible penalty if the guy is legit and still in business.

This happened to me when I was around Sam's age 18. By the way...years ago! It was a Bulls/Pistons game. I took the Bulls -7, when I called the next day to get my total it was not what I thought it would be to say the least! He said the line was 8.5! Of course the Bulls had won by 8, he had it marked a loser for me!!

We argued, I had a second book and I quit with him, or so I thought. Two weeks later I had a few bets I was extremely confident in. Nba, always been my strong point. So I called him placed four bets and hit all of them. I then went back to a pattern much the same as I do now. Very slow and one game at a time. I was able to pick four more winners in a row hitting him for over $3000. I felt it would not last and quit and never bet with him again! It was the best feeling of my gambling career sending a message to that piece of crap! Oh there was one better for me...when the Steelers beat the Rams as a heavy favorite with Bradshaw as the QB....cashed big time...but that is another story for another day...

Put yourself in his place and think; is there anything legal you could do to get paid? If he collects on Tuesdays does he do it mainly at one spot like a bar? If so I would get there early and try to convice the losers that come in to settle to pay you instead. You could even file a claim in small claims court. Yea, it would get thrown out but not before a lot of folks learn he's a stiff bookie.
