Secondly funding and getting money back from overseas books can definately be illegal under money laundering laws, tax evasion and offshore banking laws. There are so many banking laws now because of terrorism that the US can find many ways to shut down a book.
Go try an open an offshore bank account now, they want to know everything about you and want tons of legal USA documents because of anti terror banking bills.
