How do cap a lottery ? Seems the hold would kill you when you get 900-1 on something that is 1,000-1. I doubt a book would boot a lottery player. They'd probably keep paying you until you owned the place.

If I'm right all these state lotteries use the rather primitive technique of ping pong balls with painted numbers that are drawn to the top of plexiglas tanks. I suppose a ball painted with an 8 instead of a 1 would be slightly heavier, but so small a difference as to tiny effect.
